Waypoint Consulting specializes in delivering proven and proactive construction management services to affordable housing developers. Founded by experienced Owner’s Representative Andy Larsen, Waypoint effectively serves clients up and down the West Coast with offices in San Francisco and Bend, Oregon.
Prior to launching Waypoint in 2016, Andy honed his craft in the commercial construction industry as a General Contractor and Senior Project Manager on dozens of different developments. His process-driven, budget-conscious approach served in the timely completion of office buildings, resorts, high schools, student centers, apartments seismic historic renovations and tenant improvements.
Having successfully completed these projects as a contractor and manager, Andy is able to provide unique insight into each new project, utilizing proven construction management processes and key performance indicators. As a result, your project becomes more cost-efficient and is much more likely to be completed on time and on budget.
Since turning his focus to affordable housing projects in 2013, Andy has been involved in the successful completion of more than 4,000 units.

Andy Larsen - President / Project Executive
Andy and his wife Colleen moved their family from Kirkland, Washington to Bend Oregon in 2006. They love the endless beauty and recreation that Central Oregon has to offer and consider the area a sanctuary that allows them to recharge both physically and mentally.
STAFF
Michael Findley - Project Executive
Michael stands with a long history of construction experience ranging from running his own general contracting company to managing affordable housing construction. With Waypoint, Michael has been involved in the construction of over 1,000 units ranging from Type V-I, and Type I new construction to rehabilitation projects.
Sebastian Grillo - Project Executive
Sebastian brings a well balanced and credited history of project management experience. Prior to joining the Waypoint team in February of 2021, Sebastian has worked on the development, construction, and architectural side of projects for companies like Swinerton, BKF Engineers, Tesla Motors, Sares Regis, and more. Sebastian acquired his Civil Engineering degree from San Jose State University.
Peter Tuozzolo - Project Executive
Peter is a well-established, professionally licensed civil engineer and construction manager with an encyclopedia of construction knowledge. With 30+ years of a wide array of experience in Construction, Pre-Construction, and Estimating on Wood frame types 3 & 5 residential, high-rise type 1 residential, market rate, and low-income residential housing, Peter’s experience in the contracting world of San Francisco is unmatched.
Kyle Conklin - Operations Manager
Kyle grew up in Bend, Oregon on his family farm, where he learned how to work hard and think outside of the box. After graduating high school his passion for the military guided him to join the Marine Corps. He enlisted in 2006 as a Combat Engineer, building schools for children in places like Benin, Africa and Trinidad and Tobago. Also spending a tour in Helmand Province Afghanistan, building forward operating bases and conducting route clearance and mine sweeping operations. During the end of his enlistment he attended Oregon State University, where earned a degree in Construction Engineering Management. After graduating Kyle hired on with Kiewit Bridge and Marine (KBM) and moved to Honolulu, HI as a Balance Cantilever Engineer on the HART Guideway Project over the H1. After completing the Guideway project Kyle moved to Vancouver, WA to estimate for KBM, where he was estimating on projects like BC Hyros Site C Dam Project, Peace River Bridge, and LAX Automated People Mover. He later moved to Dallas, TX to be on Kiewit's DFW Connect 4 project as the Schedule Manager, and later the Field Superintendent on bridge demolition and widening operations.
Kyle joined the Waypoint team in April 2019, as the Operations Manager. He is responsible for Waypoint resources, managing schedules, developing/implementing new processes, and billings.
Kyle is excited to be back in the Northwest with his wife Michelle and daughter Abigail. He enjoys his time with family and friends, and spends his spare time working on his farm, CrossFit, tinkering on classic vehicles, and spending time outdoors.

Corey Conklin - Project Engineer
Since joining the waypoint team in January of 2020, Corey handles all of Waypoint's document control, cost logs, monthly reports, as well as helping manage tenant improvements. Before his time at Waypoint, Corey began his collegiate baseball career at Lower Columbia College and transferred to Eastern Kentucky University where he graduated in 2019.
